According to Italian prosecutors in court documents regarding the controversial $1.3billion sale of OPL 245 oil field, Ex-President Goodluck Jonathan

After thorough investigation by Italian authorities, certain documents confirmed that Shell and ENI went ahead with the deal even though they knew that a huge part of the $1.3billion would be shared as kickbacks among Nigerian politicians.
The Italian prosecutor stated that Mr. Ednan Agaev, a Russian middleman who negotiated the transfer of the oil block to Shell and ENI, alleges that Dan Etete, the former Minister of Petroleum who was at the heart of the oil scandal intended to distribute as much as $400million in bribes.
An excerpt of FBI submission to Italian authorities which were published on BuzzFeed revealed that if up to $400million was shared among Nigerian government officials/politicians, Jonathan would have received almost half of the sum.

Agaev who was Etete’s representative in the negotiation said that the former Minister of Petroleum told him that $400million bribe would go to Nigerian politicians.
Report reveals that when the FBI questioned Mr. Agaev about his commission in the deal, he stated that “he went to Etete and told him to pay him the $65,000,000 fee. Agaev stated that Etete said, ‘I can’t pay you, I have to pay Adoke [Mohammed Bello Adoke, then Nigeria’s attorney general] $400 million and all the other people in the Senate and the National assembly.”
“I said that if it’s true, that he paid, he had to pay 400 million, I assume that at least 200 went to Goodluck (Jonathan).”
“I heard from Chief (Etete), he claims that he had to pay 400 million, so, if this is true, if he paid 400 million, then most probably the President, as the biggest boss, took at least the half of it,” BuzzFeed wrote, quoting documents prepared by Italian prosecutors, as seen on Premium Times.
